これによって、海外から日本に持ち込まれた技適マークのないスマートフォンで、無線LANや日本のSIMが利用できるようになる。

日本では、電波を発する機械の利用に関して一定の規制があり、電波は混信などの問題があるため、無秩序に利用を認めると、既存の電波を使用する機械の誤動作が起きる危険がある。
